This is a Magnus Chord Organ.
How it works: as you play, air is forced by a (silent) electric motor through reeds attached to the keys pressed, producing an accordion- or harmonica-like sound.
While the pitches have drifted from A440 (or were never originally set there), the keyboard section is in tune with itself. The chord section is also in tune with itself, though slightly out of tune with the keyboard section.
