This is an unbranded banjolele, but I’m almost certain that it was made by Slingerland. Either it came from the factory with this black finish, or it was repainted many, many years ago. (Maybe “GMK” knows the answer!) The tuners aren’t the best on this one, as they slip a bit, but you could probably get away with just tightening them routinely.
