You're looking at a new old stock Fathead plate for (I'm fairly sure) a Fender Jazz Bass. I do not have a USA Fender bass to test the fit. These were made to fit under the standard tuners on a bass headstock and add mass, which moves or eliminates dead spots and increases sustain.
