NOS. Protective coating is still intact. Can’t say for certain this is a Fender but I see no difference between this and packaged Fender MOTO’s I’ve had, even has the same full shielding. Probably made by the same manufacturer. Unfortunately, it’s warped upwards which seems to be a trend with these depending on their storage environment. May have some shrinkage too, tough to say. I can’t guarantee it will lay perfectly flat but it’s better than being bowed. There are methods online to flatten pickguards if you want to give it a try.
