ok well that was eBay's description now here's mine i cant say much about these apart from back in the day when all we had was valve amplifiers and 20watts would be rocked out the neighborhood block causing all sorts of complaints, that 20 watts did not leave much power for the tweeter so these were originally designed for a 12db + gain on driver output    we cant do it at the amp because its 4x the power increase and its 1965 so we do at the wave length on the driver output...
But... these days we can do both..    to increase your volume by 3db you require twice the watts per every 3db  so basically if you do the math if you have 100w powering your tweeter  and  put this on it  and its like adding 300watts   despite that little bit of gnosis the sparkling dynamics and we call it ...AIR   that it adds to your music is worth it alone 
a friend who use to run and still repairs speakers and audio is deciding whether or not its feasible to make these or not and i told him id put them on eBay for him cause he's a old dinosaur and see how they go ,so for your chance to own and get your hands on this second pair they are reproduction horns made to original spec they are carbon fiber reinforced plastic 3kg each 
 cross over points are 800-10000hz adapters for smaller drivers can be purchased separately ........
