This is a MIDI Sync interface which allows you to stripe (traditionally) a track on analog reel to reel devices which then after playback provides SMPTE for a MIDI Sequencer to sync to.
This allows things recorded on tape to insure the MIDI Performances stay synced. The sequencer must be set to slave to MTC and from there watch it do it's magic.
