Device is an active splitter but I think it can be used without power. The power appears to just operate the LEDs which indicate which or both active channels. Device takes an input in Y and can either switch between A or B outputs, or turn on both A+B. I’m unsure if the device works in reverse. Additionally, there is a power out in case you‘d like to daisy chain pedal power.
