Unit worked fine 30 years ago, has sat in rack since then.

Unit is untested and doesn't come with 18Volt Power supply. Could not find it.

The dbx 296 Project 1 Spectral Enhancer is a 1U rack-mount audio processor from the 1990s designed to restore clarity, punch, and detail to audio signals. It acts as a dynamic EQ and hiss reducer, bringing dull tracks or instruments to the forefront of a mix. 

Core Features & Controls

• HF Detail (High-Frequency Enhancement): Uses dynamic equalization with a sliding corner frequency. Instead of constantly boosting frequencies and adding harshness or sibilance, it intelligently adds a crisp, clear edge only when needed. 
• LF Detail (Low-Frequency Enhancement): Boosts lower bass frequencies while simultaneously cutting the "muddy" frequencies in the upper-bass/low-midrange (around 250Hz). This adds power and punch to kick drums and bass guitars without making the sound flabby or boomy. 
• Hiss Reduction: A dynamic shelving filter that provides up to 9.5 dB of broadband hiss and noise reduction without impacting legitimate high-frequency program content.
