This is an envelope filter with a random voltage "sample and hold" mode that resembles an arpeggiator.

I built this from the Madbean "Sharkfin" project, which is a highly modified version of the Maestro FSH, originally designed by Tom Oberheim of Oberheim synthesizers.

The video I am linking to shows a demo of the Madbean project, with the 'random' setting on a toggle - I moved mine to a stomp switch. I also included a "range" knob for the random setting which allows you to dial in the most sensitivity and note range for the arpeggiations.
