Updated description!
This is the same machine as the library of Congress C1 cassette player. The difference is this one records as well as plays. It has all the features of the C1 plus an onboard lofi microphone, a mic in and an aux in.
I installed a new belt but cannot get it running. It doesn't spin. but the motor runs when you hit play. The battery is long dead but I would run this on AC power anyway. The battery is a 7.2 volt just like the C1 so you might be able to operate it on a 9-volt battery but do not quote me on that.
The heads look like they are in good shape for what that is worth. I can't be sure of what other repairs would be needed to get this going. This is a very solidly built machine. All the buttons feel mechanically solid, but it is 30 something years old.
