Crazy, hard to find handmade fx thing combing continuous sample rate lowering with distortion a fliter, and a whole bunch of different 'modes' for the decimation. It's a bit hard to describe - best is to say that one of the first users of it in the world was Trent Reznor.
The Frostwave Sonic Alienator combines an analog filter, sonic decimator and soft distortion drive circuitry in a configurable manner.

Really good condition, but two of the pots have become a little wobbly for some reason (looks like it's the type of pot he used.)
Unfortunately no PSU with it (9V with +tip).
