Kay K102 Vanguard loaded pickguard 60's DeArmond

Kay vanguard pickup loaded with electronics and the legendary DeArmond gold foil pickups( even though they are a beautiful red pattern). The pickups work and sound really amazing, but the neck pickup is quieter, and the tone control for it acts as a volume. Researching this issue it seems that it needs a new tone capacitor.  I was unable to get a reading with my multimeter, if anybody has some good suggestions of how to read the pick up when it is still installed please let me know. The bridge pick up comes out loud  and clear and quite honestly is gorgeous. The volume and tone work perfectly for that one.  It is missing three knobs, and the fourth one I'm almost 100% certain it's not original. I had a hard time trying to remove it, so I'll leave that up to the new owner.
