Sonab R3000 1970's receiver with dial presets! (Meter doesn't seem to register)

This is a pretty nice cosmetic unit that I replaced the outputs in.  So I put 'good' on the condition though it's above the cosmetic 'good' and is electronically checked out great except.... I also checked the meter and everything measures like it should be working but I don't see it move!  I spent enough time to where it seemed silly since I've always considered tuning meters a fairly useless feature since my ear works better at getting the channel where i want it generally.   I see signal coming in but maybe it's not enough?  Or though the movement is free to move and all impedances seem right, the meter still isn't working?  Not sure at this point.  But I figured it's a great collector's item someone may want to work that last detail on or not.
