These are NOS Trem Tools still in the plastic from the 1990's. These were designed to stick on the back of the headstock so you have Floyd wrenches always handy. I'm not sure whether the 3M adhesive on the clips is still good, but a little snip of double-sided tape or a part of a Command strip will attach it.
