The Pearl OC-07 was an octave pedal released in the 1980's by Pearl and is part of the Sound Spice series. Pearl pedals were built in Japan by a company called KLM (much like Ibanez pedals were built by Maxon) and were engineered to include some very innovative features for this era.
The OC-07 features 4 independent controls for each signal (upper, 1 octave down, 2 octave down and normal) to give complete control over the tone. The original ad from the 1980's stated "Our upper octave catches the desired metallic as well as the normal sounds you're hearing in today's music". This really explains nothing, however the OC-07 is one of the most effective sub-octave pedals to ever be released. They are generally considered to be an enhancement of the highly successful Boss OC-2.
