This is the rare vintage Maestro Multiplier MM-1 effect. It is a six channel auxiliary effects mixer with six switches -- one for every channel.
On top of the pedal there are three instrument inputs and three amp outputs. You can set up up to six different effect loops and switch them on or off with the six black toggle switches.
The six loops are in series -- meaning if all six loops are engaged your signal passes through loop one first, loop two second and so on. The signal then passes through the battery powered preamp out to the three outputs.
Missing two screws. Missing one rubber foot. One switch is broken. The battery wiring needs to be replaced. See photos.
